I don't see how that makes it any easier to work on pages. LOL
Hi. Moving part of the files to /media/templates/site was made in Joomla 4. And this was due to the appearance of the Child Template option for Cassiopea template only, to make it works. This is fantastic option. Do not rush to laugh if you don’t know something. ;)

Nevertheless, index.php remained in the same location where it was before. Only a few folders and files responsible for the frontend were moved.

Therefore, it is not clear how it prevents you from working with <meta> tags. Perhaps you did not explain clearly enough.
Read Cassiopea documentation about the Child Template option.
